Commonwealth leaders back climate change fund

The fund, proposed by UK and French leaders at the Commonwealth summit on Friday, would start next year and build to $10bn annually by 2012.

Many Commonwealth members are island states threatened by rising sea levels.

Leaders also called for the strongest possible outcome at next month’s climate change summit in Copenhagen.

They unanimously agreed to seek a legally binding international agreement, but accepted that “a full legally binding outcome” might have to wait to 2010.

In tobacco-loving Va., bars to quit cold-turkey

The bluish haze that has hung over the Third Street Diner’s bar and booths for decades finally lifts next month as a new anti-smoking law takes hold in Virginia, a huge shift for a state whose tobacco habit dates to the Jamestown settlement some 400 years ago.

Starting Dec. 1, Virginia will join dozens of other states that ban smoking in restaurants. Restaurants in Virginia will be allowed to have a smoking area only if they segregate smokers into rooms with ventilation systems separate from those that heat and cool nonsmoking patrons.

For most of its history dating to colonial times, tobacco was Virginia’s premier crop and economic staple. Frescoes of the golden-brown leaf adorn the ceiling of the Capitol rotunda, a short cab ride from the massive factory that supplies the world with Marlboros.

Yet this year, strict new curbs on lighting up where food and drink are sold were enacted by lawmakers in Richmond and in Raleigh, N.C., major tobacco capitals where cigarette giants Philip Morris and R.J. Reynolds have been accustomed to getting their way.

Food banks go high-tech to feed the hungry

Food banks across the country are undergoing a high-tech revolution, adopting sophisticated databases, bar coding, GPS tracking, automated warehouses and other technologies used in the food industry that increasingly supplies their goods.

It’s a long way from handing out macaroni and canned soup from a church basement.

While more people can be fed through these innovations, food bank directors say it’s also a sad acknowledgment that hunger has become a huge and seemingly unending problem.

“What we tell people a lot is that we are a food distribution business wrapped in an altruistic skin,” says Jan Pruitt, president and CEO of the North Texas Food Bank in Dallas.

Her food bank, along with Food Lifeline in Seattle and the Food Bank of Central New York in East Syracuse, are testing a $60 million effort by Feeding America, an umbrella organization for about 200 U.S. food banks, to create a state-of-the-art national computer network that will greatly automate services.

New life for South Africa ID suicide family Mhlongo

Mr Mhlongo’s family have received a house from the government, along with their identity documents.

“It is a dream come true. Skhumbuzo would be happy,” his sister Zandile told the BBC.

In a case which shocked the nation, the 22-year-old took his life after being refused the papers he needed for a job.

Two Home Affairs officials have since been fired over the incident.

The Mhlongos’ new home is a three-bedroom house with electricity and running water – a first for the family who were living in run-down house in Kwa-Nqetho village in Hillcrest in Kwa-Zulu Natal.

“We are very happy. It is like our lives have become brand new now. We can smile again,” Ms Mhlongo told the BBC News website.

Central African Republic town ‘empty’ after rebel raid

“The town is empty of its population who have fled into the bush,” Jean-Sebastien Munie of the UN’s humanitarian agency told the BBC.

The CPJP rebels attacked at dawn on Thursday but the army is now in control. Casualty numbers are unclear.

The BBC’s Chris Simpson in CAR says the CPJP is one of the rebel groups not to have signed a government peace deal.

Mr Munie, the head of Ocha in the CAR, said the fighting was not accompanied by serious looting or general mayhem and the military is now patrolling the town.

Two children were killed in the aftermath of rocket attacks and some wounded have begun arriving at the hospital, he said.

Rebels reportedly stole two vehicles to transport their wounded fighters from the town.

Namibian group allowed to observe vote as polls open

The electoral commission withdrew the group’s status days before the vote, saying it was not impartial.

A BBC reporter in the capital says there are long queues despite the heat.

Swapo ruling party candidate President Hifikepunye Pohamba faces his strongest challenge from former Foreign Minister Hidipo Hamutenya, analysts say.

His Rally for Democracy and Progress (RDP) broke away from Swapo in 2007.

There are 10 other presidential challengers.

President Pohamba, seeking his second five-year term, was among the first to vote in the capital Windhoek.

Iran rebuked over nuclear cover-up by UN watchdog

The International Atomic Energy Agency (IAEA) also demanded that Iran freeze the project immediately.

The resolution, the first against Iran in nearly four years, was passed by a 25-3 margin with six abstentions.

Iran says its nuclear programme is for peaceful energy purposes, but the US says it is seeking nuclear weapons.

The resolution was passed with rare Russian and Chinese backing, but it is unclear whether this means the two would support sanctions against Tehran.

In September, it emerged that Iran had a second uranium enrichment facility, deepening Western fears about its nuclear ambitions.

Tehran has failed to agree to a US-backed plan under which its low-enriched uranium would be shipped overseas for processing into fuel.

This is seen as a way for Iran to get the fuel it wants, while giving guarantees to the West that it will not be used for nuclear weapons.

One woman thought she was getting genuine uggs on sale at a bargain, but ended up with such a bad knock off that they were un-wearable.
“I said, I can’t believe it, I bet you, you know, something’s not right.” That was Irene Curto’s reaction when she opened what she thought was a pair of UGG boots.
“She (my daughter) can’t even get her foot in here,” remarked the Long Island mom. “So they run narrow. She (my daughter) can’t wear them.”
Kristen Thomason is a member of classic tall ugg boots brigade that spots fakes. It didn’t her take long for her to label Irene’s boots as bogus.
“It’s an on-going battle,” the UGG rep remarked shaking her head. “2000 websites have been detected as of now that sell counterfeit UGG product.”

“The top three (web) servers are located in China, the United States, and Panama, if you can believe it,” said the ugg classic tall spokesperson.
